Why did democrats exempt the SEC from freedom of information act requests?

The financial reform bill that just passed has a clause in it that exempts the SEC from freedom of information act requests when the requests are regarding information related to "surveillance, risk assessments, or other regulatory and oversight activities. But the SEC is a regulatory body, which means that ALL of its business could be classified as regulatory or oversight. At a time when our financial institutions need the closest monitoring by we, the people, the democrats went ahead and wrote a law that allows one of the biggest players in the financial game to ignore our requests. The Democrats want to provide cover for their IVY League Law School friends who are working for SEC and downloading porn on taxpayer's expense instead of doing their jobs.
