Where can I find information about being an employer in Texas? What do I have to do to have employees?

I am looking for information regarding employment taxes such as unemployment, workers comp, federal taxes, etc. There are no state income taxes in Texas. In particular I was going to set this up more or less as a temp staffing agency. I'm looking for what type of workers comp is required %26amp; what type of unemployment is required given that it would be set up as temporary work. What do I have to do to have employees %26amp; who do I have to register my employees with?Where can I find information about being an employer in Texas?
