I want to send Cilantro(Coriander) and Basil seeds to my cousin in Korea, from the US, as the herbs are not easily available. I want to know what steps I need to go through to avoid a returned package. Where can I get customs information for this type of shipment.

Your cousin would be better of to look for them at garden centres of some sort in Korea or purchase them online.
Then again you could risk sending it as they would pop into a standard postcard, and that, plus cost of shipping and seeds might run up to a max of USD $10.
Note if you are trying to send something else and hope to bypass custom this way I would be very careful, most countries will screen each item that is mailed via Xray and dogs and if illegal substances are found you will both be in trouble :)
