Does the Freedom of Information act apply to private companies providing public services?

My Son is receiving treatment from a private health company funded by the local PCT. I want to know if the staff hold any specialist qualifications for his disorder. Can I get this information under the FOI and if so who should I send my request to? The PCT or the private health company?Does the Freedom of Information act apply to private companies providing public services?The private health company are not providing the health care the PCT is and as such you do have the right to ask these questions and receive an answer. Public bodies cannot get around the act by using private companies.

You may want to see if the health company is bound by the Hippa law, requiring disclosure of records to the patients as well as prohibiting release of that information without prior permission.
